What if: there were laws requiring spay and neuter?

Positives: There would be a significant reduction in strays and unwanted animals.  Shelters could better allocate resources to animals already there.  There could be more demand for animals, resulting in a lower shelter occupancy.

Negatives: people may set animals loose if they cannot afford the surgery.

What if: gas rose to $6 a gallon?

Positives: We would be less reliant on fossil fuels and have less greenhouse gas emissions. More people would walk, ride bikes, car-pool or use public transportation.  There would be fewer cars on the road and fewer accidents which could lower insurance premiums.

Negatives: People would not be able to travel as much for work or pleasure.  The cost of living would rise beyond the threshold of minimum wage.
